Creates a new criminal offense of "jugging" in the Texas Penal Code, defined as knowingly following someone from a commercial business or financial institution on the same route while possessing two or more criminal instruments with intent to steal their money

Classifies the base offense as a state jail felony

Elevates the offense to a third-degree felony if the person also commits burglary of a vehicle during the offense

Elevates the offense to a first-degree felony if the person also commits robbery during the offense

Allows prosecutors to charge the offense under this section, other applicable sections, or both when conduct qualifies under multiple statutes; takes effect September 1, 2025
