Establishes the Health Impact, Cost, and Coverage Analysis Program at the Center for Health Care Data at UT Health Science Center at Houston to analyze proposed legislation that would impose new mandates on health benefit plan issuers

Allows the lieutenant governor, speaker of the house, or appropriate committee chairs to request analyses of proposed legislation that would require insurers to provide coverage for health care services, change provider payments, or implement new administrative requirements

Requires analyses to estimate impacts on total health coverage costs, health care service utilization, administrative expenses, private and public sector spending, premature death reduction, and whether services are supported by medical evidence from FDA, CMS, or clinical guidelines

Reports must be delivered within 60 days of a request (45 days during regular legislative session) to legislative leadership and made publicly available online

Authorizes the comptroller to assess an annual fee on health benefit plan issuers (excluding Medicaid-only managed care organizations) to fund the program, with the program required to be established by January 1, 2026
