Expands tuition and laboratory fee exemptions for peace officers employed by Texas or its political subdivisions from only undergraduate criminal justice or law enforcement courses to all courses in a law enforcement-related degree program

Removes the restriction limiting the exemption to undergraduate students, allowing graduate students to also qualify for the tuition exemption

Requires the Texas Commission on Law Enforcement, in consultation with the Texas Higher Education Coordinating Board, to adopt rules specifying which degree programs qualify as "law enforcement-related"

Students must be enrolled in a law enforcement-related degree program, maintain satisfactory academic progress, and apply for the exemption at least one week before the registration deadline

Takes effect beginning with the 2025 fall semester, with immediate effect if passed by two-thirds vote or September 1, 2025 otherwise
