Public higher education institutions must exempt child-care facility employees from tuition and fees for child development or early childhood education courses if they are enrolled in an associate degree or certificate program and maintaining satisfactory academic progress

Eligible students must work at a licensed child-care facility and apply for the exemption at least 7 days before the end of the regular registration period

Exemptions cannot exceed 20% of the maximum enrollment for any specific class, and students who have exceeded the state-funded semester credit hour limit are ineligible

The Texas Higher Education Coordinating Board must adopt rules for granting exemptions and create a uniform list of covered degree programs

If the legislature does not appropriate sufficient funds to cover institutional costs, institutions must report compliance costs to the Senate Finance Committee and House Appropriations Committee; exemptions apply beginning with the Fall 2025 semester
