Creates a new "consolidated municipal court building security and technology fund" for municipalities with populations under 100,000, combining what were previously separate security and technology funds into a single fund in the municipal treasury

Exempts municipalities with populations under 100,000 from requirements to maintain separate municipal court building security funds and municipal court technology funds

Allows the consolidated fund to be used for purposes previously authorized under both the municipal court building security fund and the municipal court technology fund

Requires the consolidated fund to be administered by or under the direction of the municipality's governing body

Allocates court costs to the consolidated fund at minimum percentages of 35% (security portion) and 28.5714% (technology portion), with changes applying only to fees collected on or after the effective date
