Changes board composition in counties with population under 75,000 from five appointed directors to two appointed and three elected by county voters at general elections

Changes board composition in counties with population of 75,000 or more from five appointed and three elected directors to three appointed and five elected directors

Extends appointed board member terms from two years to staggered four-year terms beginning January 1 of even-numbered years

Elected board members serve staggered four-year terms beginning January 1 of every other odd-numbered year

Vacancies in elected positions are filled by majority vote of the remaining board members, with appointees required to meet the same qualifications as elected directors

Takes effect September 1, 2025
