Establishes an early childhood mental health home visiting grant program operated by the Health and Human Services Commission to support high-need families, including those with a history of trauma

Requires grant applicants to demonstrate commitment to family-centered, coordinated care and have experience providing early childhood mental health or prevention services to low-income, high-risk families

Mandates that grant recipients use evidence-based service delivery models meeting U.S. Department of Health and Human Services criteria and deploy teams of licensed mental health professionals and care coordinators

Program goals include improving child and parent mental health, promoting school readiness, decreasing child abuse and neglect, and improving immediate and long-term family health and well-being

Authorizes the commission to accept gifts, grants, and donations from any source to fund the program, with an effective date of September 1, 2025
