Abolishes county boards of education, boards of county school trustees, and offices of county school superintendent in counties with populations of 3.3 million or more, effective September 1, 2025

Transfers all assets, liabilities, and contracts of abolished boards to the county commissioners court, which holds them in trust for component school districts

Requires commissioners courts to distribute remaining assets to component school districts by September 1, 2026, proportionally based on each district's student membership as of May 1, 2025

Authorizes commissioners courts to liquidate board assets as needed to pay off liabilities and facilitate asset distribution

Removes "county school trustee" from the list of county offices on election ballots and repeals the 1965 law (H.B. 689) that established these county education entities
