Directs the Texas Interagency Council for the Homeless to conduct a study examining housing needs of youth transitioning from foster care or the juvenile justice system to independent living

Study must assess homelessness risks for youth leaving foster care and the juvenile justice system, with particular attention to "dual status" youth who have been involved in both systems and disproportionately represented populations

Requires evaluation of existing state agency programs and practices aimed at supporting youth transitions, and consultation with experts on issues faced by transitioning youth

Written report summarizing study results and legislative recommendations must be submitted to the Texas Department of Housing and Community Affairs and the legislature by November 1, 2026

Act takes effect September 1, 2025 and expires December 31, 2026
