Creates a legal presumption that courts should order retroactive child support beginning from the earliest possible date of the child's conception, as determined by a physician using standard medical practice or by other evidence including parental testimony

Allows courts to order the obligor to pay an equitable portion of all prenatal and postnatal health care expenses of the mother and child as additional retroactive child support

Changes retroactive child support from discretionary ("may order") to mandatory ("shall order") when a party requests it and makes a proper showing in paternity cases

Requires courts to confirm the retroactive child support amount and render a cumulative money judgment for the total owed

Applies only to paternity orders rendered and acknowledgments of paternity executed on or after September 1, 2025
