Creates a voluntary vehicle registration option allowing owners to indicate they may transport a person with a disability, defined as someone with physical, intellectual, behavioral, or cognitive impairment, autism, or a condition that may impede communication with peace officers

Requires the Texas Department of Motor Vehicles to share this registration information with the Department of Public Safety for inclusion in the Texas Law Enforcement Telecommunications System, alerting officers during traffic stops

Prohibits sharing the specific type of disability or health condition with DPS; only the general indication that a person with a disability may be transported is disclosed

Protects privacy by keeping the information confidential, prohibiting visible license plate markings without consent, and requiring contractual non-disclosure agreements for any third parties accessing the telecommunications system

Takes effect September 1, 2025, with existing DPS contracts governing telecommunications system access allowed to continue only until their term expires and must include new disclosure prohibitions upon renewal
