Adds children receiving special education services to the list of those eligible for free prekindergarten enrollment in Texas public schools

Eligible children must be at least three years of age and enrolled in a special education program under Subchapter A of the Education Code

Expands existing prekindergarten eligibility categories, which currently include children who are English language learners, educationally disadvantaged, homeless, in foster care, or children of military members or first responders

Applies beginning with the 2025-2026 school year

Takes effect immediately with two-thirds legislative approval, otherwise September 1, 2025
