Eliminates the federal drug felony ban on eligibility for the Supplemental Nutrition Assistance Program (SNAP) by opting out of 21 U.S.C. Section 862a(a), which previously restricted benefits for individuals with certain drug convictions

Extends the same opt-out to financial assistance programs under Chapter 31 of the Human Resources Code, allowing persons with drug-related felony convictions to qualify for these benefits

Repeals existing subsections (b) and (c) of Section 33.018, which contained prior conditions or limitations on eligibility for individuals with drug convictions

Applies to all initial eligibility determinations and redeterminations made on or after the effective date of September 1, 2025

Authorizes state agencies to delay implementation if federal waivers or authorizations are required
