Entities proposing high-speed rail projects included in the Texas Rail Plan must submit annual reports to the Texas Department of Transportation

Required information includes proposed financing methods, current fund availability, securities terms, balance sheets, present value cost determinations, and annual construction costs

Reports must also include project completion schedules (permitting, funding, land acquisition timelines), ridership projections and methodology, proposed routes, and management organization charts

Disclosure of any current or planned foreign investment in the project is mandatory

TxDOT must publish all submitted information on its public website; effective date is September 1, 2025
