Expands the Texas Financial Crimes Intelligence Center's jurisdiction to include motor fuel theft in addition to its existing card fraud responsibilities

Adds new definitions for "motor fuel manipulation device" (mechanisms used to tamper with fuel meters or payment terminals) and "motor fuel theft" (theft qualifying for an affirmative finding under Article 42.019, Code of Criminal Procedure)

Expands the definition of "skimmer" to explicitly include credit card shimmers

Authorizes the center to assist law enforcement agencies with detecting motor fuel manipulation devices, responding when such devices are found, and serving as a centralized collection point for motor fuel theft information

Permits grant recipients to use funds for public outreach regarding motor fuel theft prevention, in addition to existing card fraud prevention activities

Takes effect September 1, 2025
