Allocates 90% of annual fund expenditures for grants to nonprofit developers of multifamily affordable housing for low-income individuals and families

Allocates 9% for grants to nonprofit entities with demonstrated proficiency in obtaining stable housing placements for individuals and families who have recently experienced homelessness

Allocates 1% for one-time grants to nonprofits to prevent homelessness or help homeless individuals quickly transition to stable housing

Prioritizes grants for homeless services to nonprofits serving families with children under 18 or dependents with disabilities, individuals recently released from incarceration, and homeless adults without children (in that order)
