Expands Medicaid eligibility to all individuals under 26 years of age who apply for medical assistance, provided federal matching funds are available

Requires the Health and Human Services Commission executive commissioner to adopt rules necessary to implement the expanded eligibility

Directs HHSC to take all necessary actions to expand eligibility as soon as possible after the effective date, including notifying appropriate federal agencies

Allows state agencies to delay implementation if federal waivers or authorizations are needed, requiring them to request such approvals before proceeding

Takes effect September 1, 2025, and applies to initial eligibility determinations and recertifications made on or after implementation
