TX HB2024

Adds two new restrictions on when areas can petition or vote to be released from a municipality's extraterritorial jurisdiction (ETJ)

Prohibits release of areas if it would result in the municipality's remaining ETJ becoming non-contiguous

Prohibits release of areas where the municipality has spent at least $1 million on development

Maintains existing exemptions including areas near military bases (within 5-15 miles depending on municipality size), designated industrial districts, areas under strategic partnership agreements, and voluntarily annexed areas in high-growth counties

Applies only to petitions filed or elections requested on or after September 1, 2025
