Prohibits groundwater conservation districts from issuing, amending, or renewing groundwater permits to governmental entities, organizations, or individuals from "designated countries" if doing so would create a risk to public health, safety, and welfare

Defines "designated country" as any nation identified by the U.S. Director of National Intelligence as a national security risk in each of the three most recent Annual Threat Assessments

"Risk to public health, safety, and welfare" includes likelihood of state/federal criminal law violations, corporate espionage, public nuisance, or introduction of dangerous diseases or substances

Exempts U.S. citizens, lawful permanent residents (even if they hold dual citizenship), and organizations owned or controlled by such individuals from the permit restrictions

Applies only to permits issued, amended, or renewed on or after September 1, 2025; existing permits remain governed by prior law
