Establishes the Texas Beverage Container Recycling Refund Program requiring beverage producers to form and participate in a nonprofit consortium (Texas Beverage Container Recycling Consortium) to implement a deposit-refund system for glass, metal, and plastic beverage containers of one gallon or less

Requires consumers to pay a deposit on covered beverage containers at retail purchase, with refunds issued when containers are returned to approved redemption centers, including reverse vending machines and bag-drop receptacles

Sets a mandatory recycling rate target of at least 75% for beverage containers by January 1, 2035, with the Texas Commission on Environmental Quality authorized to require the consortium to remit trust fund money to the state if the target is missed by more than two years

Exempts containers holding milk, dairy products, infant formula, and medical food from the program, as well as government entities, 501(c)(3)/(4) nonprofits, and de minimis producers

Takes effect September 1, 2025, with TCEQ rules due by September 1, 2026, producer compliance required by January 1, 2028, and labeling/deposit requirements taking effect October 1, 2028
