Removes "social" from the list of student abilities that school counselors are primarily responsible for developing, leaving only academic, career, and personal abilities

Changes terminology from "guidance program" to "school counseling program" throughout the statute

Adds new categories of at-risk students that counselors must address: those at risk of choosing unhealthy or inappropriate solutions to problems, and those at risk of engaging in harmful behavior toward themselves or others

Requires school counselors to continue serving students at risk of dropping out, substance abuse, gang activity, suicide, those needing modified instructional strategies, and gifted/talented students who are educationally disadvantaged

Takes effect beginning with the 2025-2026 school year, with immediate effect if approved by two-thirds vote or September 1, 2025 otherwise
