Removes the $30 million cap on assessments that the comptroller can collect from insurers to fund the Rural Volunteer Fire Department Assistance Program, allowing collections to match the full amount appropriated by the legislature

Requires at least 10 percent of the fund's annual appropriations be allocated to assist volunteer fire departments in areas designated by the Texas A&M Forest Service as high risk for large wildfires

Allows any unused funds from the 10 percent wildfire risk allocation to be redirected to other eligible assistance requests under the program

Takes effect September 1, 2025
