Raises the age threshold for death penalty eligibility from 18 to 21 years old, prohibiting execution for offenses committed while younger than 21

Individuals who commit capital felonies when younger than 21 would receive life imprisonment with the possibility of parole (instead of life without parole) when the state does not seek the death penalty

Individuals 21 or older at the time of a capital felony would continue to face life without parole when the state does not seek the death penalty

Applies retroactively to pending criminal cases and cases on appeal as of the effective date, but does not affect final convictions already in place

Takes effect September 1, 2025
