Hospitals with maternal level of care designations must make perinatal palliative care counseling and cooling devices (blankets or cradles that slow post-death bodily changes) available to parents and family members following a perinatal death or stillbirth

Establishes a perinatal palliative care grant program administered by the Health and Human Services Commission to improve access to and quality of perinatal palliative care services across Texas

Grant funds may only be used for training hospital personnel on compassionate interactions with grieving families and for obtaining, maintaining, and training staff on cooling devices

Creates a hospital recognition program, developed in collaboration with the Palliative Care Interdisciplinary Advisory Council, to recognize hospitals that provide perinatal palliative care training to their personnel

Takes effect September 1, 2025, with the executive commissioner required to adopt implementing rules as soon as practicable
