Prohibits the Department of Family and Protective Services from adding an individual's name to the central child abuse or neglect registry unless a court of competent jurisdiction enters a final order in a civil, criminal, or juvenile proceeding finding the individual abused or neglected a child

Allows registry listing without a court order if the individual abused or neglected a child in a child-care facility, family home, public or private school, or while the child was in state conservatorship

Permits registry listing for individuals found to have engaged in reportable conduct requiring inclusion in the interagency reportable conduct search engine under Health and Safety Code Chapter 810

Allows registry listing for abuse, assault, neglect, or grooming of a child on church or religious facility premises or during church-related activities off-site

Applies only to findings made by the Department of Family and Protective Services on or after September 1, 2025; prior findings remain governed by existing law
