Allows 17-year-olds to register and vote in primary elections if they will turn 18 by the date of the subsequent general election for state and county officers

Requires the Secretary of State to establish procedures for implementing the new voting eligibility rules, including consultation with state chairmen of political parties that nominate candidates by primary election

Permits voter registrars to send written notices to these under-18 voters explaining they may only vote in primary and runoff primary elections until they turn 18

The bill's effectiveness is contingent on voter approval of a related constitutional amendment proposed by the 89th Legislature in 2025; if the amendment fails, the bill has no effect
