Prohibits health care providers from charging facility fees (separate charges for operational expenses beyond professional medical service fees) for health care services provided outside of hospital campuses

Exempts services provided on hospital campuses and emergency care from the facility fee prohibition, with hospital campus defined as main hospital buildings and structures within 250 yards

Authorizes the Health and Human Services Commission to assess administrative penalties up to $1,000 per violation against health care providers that charge prohibited facility fees

Applies to hospitals, hospital systems, hospital-based facilities, freestanding emergency medical care facilities, and urgent care clinics

Takes effect immediately upon two-thirds legislative approval, otherwise September 1, 2025
