Requires groundwater district management plans to include plain language explanations of how the district monitors and tracks achievement of desired future conditions, and how the district has performed in achieving those conditions over the preceding five-year planning period

Mandates district representatives review management plans of each district in the management area at least once during each five-year period, evaluating the degree to which each district is achieving desired future conditions through implementation of its management plan and rules

Requires adoption of desired future conditions for approximately 50-year planning periods aligned with state and regional water plan timelines, with interim values identified for periods not exceeding 10 years to assist in monitoring progress

Adds new explanatory report requirements including plain language explanation of why a desired future condition was changed from the previous five-year period and a summary of how each district is performing in achieving desired future conditions

Takes effect immediately with two-thirds legislative vote, otherwise September 1, 2025; passed House 97-18 on May 16, 2025 and Senate 30-1 on May 27, 2025
