Repeals Chapter 49 of the Education Code, which required property-wealthy school districts to reduce local revenue levels that exceeded state-determined entitlement limits (commonly known as "Robin Hood" recapture provisions)

Removes references throughout the Education Code and Tax Code to Chapter 49 requirements, including provisions related to school district consolidation, funding calculations, state aid adjustments, and property tax situs rules

Eliminates the requirement under Section 48.257 that capped local revenue levels for school districts and required districts exceeding those limits to share wealth with property-poor districts

Amends funding formulas so districts not entitled to state assistance under Chapter 48 must remit payments directly to the commissioner rather than through the recapture system when Foundation School Program payments are made on their behalf

Removes provisions that required property-wealthy districts to transfer funds to districts providing education services to students using public education grants or confined in juvenile residential facilities
