Amends Section 185.002 of the Health and Safety Code to specify three methods health care providers may use to issue itemized bills: electronically (including through patient portals), hard copy delivered by mail or common carrier, or hard copy obtained at the provider's place of business

Grants patients the right to request an itemized bill at any time after the initial bill is issued

Entitles patients to receive their itemized bill through their preferred delivery method among the three options specified

Effective date: September 1, 2025
