Establishes the Building Better Futures Program to provide educational and occupational skills training opportunities and support services for students with intellectual and developmental disabilities at Texas public and private colleges and universities

Requires participating institutions to be approved by (or awaiting approval from) the U.S. Department of Education for comprehensive transition and postsecondary programs, with a 3-year deadline to obtain federal approval after state selection

Sets student eligibility requirements including U.S. citizenship or lawful permanent residency, Texas residency, a diagnosed intellectual or developmental disability, and ability to participate in inclusive classroom and work settings

Texas Higher Education Coordinating Board administers the program, may develop a competitive application process for awarding funds to eligible institutions, and may solicit gifts, grants, and donations for funding

Credits earned through the program may not be transferred to associate or baccalaureate degree programs; students receive a certificate upon successful completion
