Authorizes the governing board of a Texas university system to establish and operate a public law school in Cameron County or Hidalgo County (Rio Grande Valley region)

The law school may offer and award customary law degrees comparable to other leading American law schools, with management potentially assigned to an existing general academic teaching institution within the system

Establishment is contingent on available funding through legislative appropriation or other sources, and the governing board may accept gifts and grants from public or private entities

If multiple university systems express interest, the Texas Higher Education Coordinating Board will select which system may establish the school based on geographic need, student demand, available resources, and proposal feasibility

A feasibility study on accreditation requirements must be prepared by the Coordinating Board and delivered to the governing board and legislative higher education committee chairs before the school is established
