Establishes a voluntary disaster identification system that automatically activates when the governor declares a state of disaster for an affected area

Requires participating households to affix illuminated displays to each person and domesticated animal, using either white lights (monochromatic) or color-coded lights: blue for adults 18+, red for children under 18, green for individuals with disabilities, and yellow for animals

Allows participants to signal their medical status to disaster relief personnel using continuous light (no medical assistance needed) or flashing light (medical assistance required)

Authorizes disaster relief personnel to patrol designated disaster areas by air or ground at night to locate individuals or animals with activated illuminated displays

Requires the Texas Division of Emergency Management to include provisions for the disaster identification system in the comprehensive state emergency management plan
