Authorizes the Texas Water Development Board to provide grants to drainage districts established under the Texas Constitution for water supply projects, including those with flood control components

Prohibits the Board from disqualifying drainage districts from receiving grants based on lack of historical water use data, not providing retail water service to consumers, or not holding a certificate of convenience and necessity for retail water/wastewater service

Adds water supply projects containing flood control components as a prioritization criterion for the Board when evaluating financial assistance applications, regardless of whether the applicant holds a retail water service certificate

Expands the authorized uses of the state loan fund to include grants to constitutional drainage districts for water supply and flood control projects

Takes effect September 1, 2025
