Applies to solid waste processing facilities that salvage, separate, dewater, reclaim, or process municipal sludge, sewage, septage, grease trap waste, or grit trap waste

Requires facility owners/operators to obtain consent and authorization from the owner/operator of any wastewater collection system receiving their treated wastewater

Requires facility owners/operators to also obtain consent and authorization from any wastewater treatment facility that will further treat the processed wastewater

Prohibits the Texas Commission on Environmental Quality from issuing, amending, or renewing permits unless the facility demonstrates compliance with the consent requirements

Applies only to permit applications filed on or after the effective date; pending applications remain under prior law; takes effect immediately with two-thirds vote or September 1, 2025
