Allows school district boards of trustees and open-enrollment charter school governing bodies to reduce the frequency of certain statutorily-required educator trainings from annually to every other year

Amends Section 21.4515 of the Education Code to give local education agencies flexibility in setting training schedules for their educators

Maintains that statutory frequency requirements generally prevail over local policy, except for this new provision allowing biennial completion of annual training requirements

Applies beginning with the 2025-2026 school year

Takes effect immediately upon receiving two-thirds vote of both legislative chambers, or September 1, 2025 otherwise
