Adds new reporting requirements mandating that county auditors or other appropriate county officers report to the comptroller's office on grant disbursement and compliance

Applies the same reporting requirements to the rural constable's office salary assistance grant program to ensure compliance monitoring

Takes effect September 1, 2025, with changes applying only to grants awarded during county fiscal years beginning on or after that date
