Authorizes the Texas Department of Transportation to issue special oversize/overweight permits for vehicles delivering agricultural commodities during declared federal emergencies, state disasters, or preceding events that may result in a disaster declaration

Defines "agricultural commodity" broadly to include agricultural, horticultural, viticultural, silvicultural, and vegetable products, as well as bees, honey, planting seed, cottonseed, rice, livestock, poultry, and their products, including woodchips

Permits expire no later than 120 days after the disaster/emergency declaration date or after the Texas Division of Emergency Management authorizes pre-disaster issuance

Allows the department to impose safety conditions on permit holders, including vehicle routing, hours of operation, weight limits, lighting requirements, and escort vehicle requirements

Does not authorize operation on interstate, defense, or federal aid primary highways beyond federal weight/size limits, though any future federal increases would automatically apply in Texas
