Establishes a property value study hardship grant program for the 2025-2026 and 2026-2027 school years to compensate school districts that lose Foundation School Program funding when state property values are used instead of local values for the 2024 and 2025 tax years

Grant amounts equal the difference between what a district would have received using local property values versus what they actually receive using state values

Caps total grants at $175 million per school year, with priority given to districts experiencing the greatest percentage reduction in funding

Excludes open-enrollment charter schools from eligibility and provides that grant funding is in addition to regular school funding formulas

Commissioner's determinations are final with no appeals allowed, grants cannot be adjusted after award based on later data revisions, and the program expires September 1, 2027
