Amends the organized retail theft offense to require a minimum merchandise value of $100 and specific intent to acquire stolen retail merchandise for redistribution into the supply chain

Eliminates the Class C misdemeanor category for merchandise valued under $100, making Class B misdemeanor ($100-$750) the lowest offense level

Maintains existing penalty tiers: Class A misdemeanor ($750-$2,500), state jail felony ($2,500-$30,000), third-degree felony ($30,000-$150,000), second-degree felony ($150,000-$300,000), and first-degree felony ($300,000+)

Retains enhanced penalties (offense increased one category) for organizing/supervising others or using tactics like triggering fire alarms, deactivating theft detectors, or using shielding instruments

Applies only to offenses committed on or after September 1, 2025
