Creates a new state jail felony offense for acquiring a firearm with intent to deliver it to a person who is prohibited from possessing firearms under state law (commonly known as "straw purchasing")

Expands the firearm smuggling statute to also cover ammunition smuggling, making it a crime to engage in the business of transporting or transferring illegally acquired ammunition

Adds aggravated kidnapping (Section 20.04), unlawful restraint with intent to interfere with government functions (Section 20.06), criminal mischief using firearms or explosives, commercial bribery, certain fraudulent ID offenses, computer crimes, white collar crimes, impersonating a peace officer, prohibited weapons offenses, and firearm smuggling to the list of predicate offenses that can constitute terrorism

Renames Penal Code Section 46.06 from "Unlawful Transfer of Certain Weapons" to "Unlawful Transfer or Acquisition of Certain Weapons" to reflect the new straw purchasing offense

Takes effect September 1, 2025, and applies only to offenses committed on or after that date
