Requires the Department of Family and Protective Services, licensed child-placing agencies, or parents/guardians to compile and distribute a report on a child's health, social, educational, and genetic history before placing the child for adoption

Mandates that adoption-related reports be provided to child-placing agencies within 30 days after a child's permanency plan is changed to include adoption

Expands prospective adoptive parents' right to examine records and information about a child's history, including confidential information, while protecting the identity of biological parents, siblings adopted by other families, abuse/neglect reporters, and other confidential persons

Requires social security numbers to be redacted from all records and information provided to prospective adoptive parents

Requires prospective adoptive parents to sign a nondisclosure agreement before receiving confidential information, and mandates that requested information be provided within 90 days

Takes effect September 1, 2025
