Adds "improper relationship between educator and student" (Section 21.12, Penal Code) to the list of offenses requiring sex offender registration upon first conviction

Requires sex offender registration for a second conviction of "indecent assault" (Section 22.012, Penal Code), unless the second violation results in deferred adjudication

Extends registration requirements to include second violations of similar indecent assault offenses under other states' laws, federal law, foreign country laws, or the Uniform Code of Military Justice

Updates statutory references from "Texas Youth Commission" to "Texas Juvenile Justice Department" to reflect current agency naming

Applies only to offenses committed on or after September 1, 2025, with prior offenses governed by the law in effect when committed
