Creates an alternative pathway for licensed psychologists to obtain a license as a specialist in school psychology without meeting the standard graduate coursework and supervised experience requirements

Requires psychologists seeking this alternative pathway to pass a nationally recognized qualifying examination, apply through the prescribed process, and pay the required fee set by the executive council

Authorizes the Texas Behavioral Health Executive Council to establish continuing education requirements for psychologists licensed through this alternative pathway, covering topics such as the Individuals with Disabilities Education Act, Section 504 of the Rehabilitation Act, special education evaluations, and school-based psychological services

Directs the Texas Behavioral Health Executive Council to adopt necessary rules and fees to implement the new provisions by January 1, 2026

Takes effect September 1, 2025
