Health care providers must submit itemized bills showing the "amount due" (changed from "cost") for each service and supply within 30 days after receiving final third-party payment

Providers may issue itemized bills electronically through patient portals, by mail or common carrier, or as hard copies patients can pick up at the provider's location

When using patient portals, providers must verify the patient has an active profile; if not, they must deliver the bill via mail, email, or physical copy per the patient's preference

Patients can request itemized bills through their preferred delivery method until the provider is no longer required to retain billing records under applicable retention laws

Licensing authorities must take disciplinary action against providers who violate these requirements, though providers are protected from discipline if good-faith mailings are returned undeliverable or sent to outdated addresses

Effective September 1, 2025, applying only to itemized bills issued on or after that date
