Requires the Texas Commission on Environmental Quality to adopt vehicle emissions inspection and maintenance requirements for counties that border Mexico and contain an "overweight corridor"

Defines "overweight corridor" as a designated state highway section where permits can be issued by entities other than TxDOT or Texas DMV for moving oversize or overweight vehicles

Directs the Public Safety Commission to establish by rule a motor vehicle emissions inspection and maintenance program for vehicles in qualifying border counties with overweight corridors

Requires both the Texas Commission on Environmental Quality and Public Safety Commission to adopt necessary rules to implement the new requirements as soon as practicable after the act takes effect

Takes effect immediately with a two-thirds vote of both legislative chambers, otherwise becomes effective September 1, 2025
