Adds six new counties to the Texas Emissions Reduction Plan (TERP) as "affected counties": Nacogdoches, Newton, Panola, Sabine, Shelby, and Panola counties

Affected county designation makes these areas eligible for TERP funding programs that provide grants for reducing emissions from heavy-duty vehicles and equipment

The bill amends Section 386.001(2) of the Health and Safety Code to expand the list of affected counties

All six added counties are located in East Texas

Takes effect September 1, 2025
