Caps the maximum imprisonment at 5 years (third degree felony) for possession of controlled substances above certain thresholds, eliminating higher penalty tiers for larger quantities of Penalty Group 1, 2, 3, and 4 substances

Removes second degree felony, first degree felony, and enhanced life imprisonment penalties for possession-only offenses involving larger drug quantities (previously applicable for amounts like 4+ grams of Penalty Group 1 substances or 2,000+ pounds of marijuana)

Prohibits using prior drug possession convictions for sentence enhancement purposes, and bars enhancement of current drug possession offenses based on any prior convictions

Eliminates drug-free zone penalty enhancements for most possession offenses, retaining them only for delivery/manufacturing offenses near schools, youth centers, playgrounds, or residential treatment centers

Applies retroactively to offenses committed before September 1, 2025, though final convictions existing on that date remain unaffected
