Requires individuals who erect, construct, install, alter, service, repair, or maintain elevator equipment to register as an "elevator mechanic" with the Texas Department of Licensing and Regulation, with registrations expiring annually

Creates a new "elevator apprentice" registration for individuals assisting elevator mechanics or contractors, requiring apprentices to be employed by a registered contractor and supervised by a registered elevator mechanic (limited to one apprentice per mechanic)

Elevator mechanic applicants must provide either a certificate of completion from a nationally recognized training program, U.S. Department of Labor-approved apprenticeship program, or equivalent program, OR demonstrate at least five years of relevant experience

Contractors are prohibited from employing or contracting with anyone to perform elevator work unless that person is registered as an elevator mechanic or elevator apprentice

Includes a grandfathering provision allowing individuals with at least five years of elevator work experience in Texas prior to the effective date to obtain registration by submitting an application and paying the fee before September 1, 2027, with compliance required by November 1, 2027
