Requires all voter registration applicants in Texas to submit proof of U.S. citizenship along with their registration application

Applicants registering in person must present citizenship proof to the county registrar; those registering by mail or fax must present proof to a Department of Public Safety employee at a DPS office

Acceptable proof of citizenship includes: REAL ID-compliant Texas driver's license or ID card, original or certified birth certificate, unexpired U.S. passport or passport card, or certificate of naturalization or citizenship from USCIS

Registrars must send a notice to mail/fax applicants who fail to include citizenship proof, informing them of the requirements and providing instructions to comply

Takes effect September 1, 2025, and applies only to voter registration applications submitted on or after that date
